I was reading some on the Russia-Ukrainian war, and saw the word “kleptocracy” used to describe Vladimir Putin and the current Russian form of government.

and embezzlement of government funds at the expense of the people”.
Putin, like oligarchs, has built an inner sanctum of flatteners, hucksters, and cronies, chosen for loyalty rather than expertise, who profit handsomely from his thievery.
One need not look to Russia. Kleptocracy describes the APMA in exact terminology. That is the APMA. A kleptocracy. The beneficiaries ?

Next door is always occupied by an Italian deli or pizzeria.
